I believe "self-sufficency" in Premier Graham's eyes is his hope that all New Brunswickers will be "self-sufficent" of programs like health care and education. If every New Brunswicker could live without education and health-care by 2026, then think of the millions of dollars in handouts he (or future governments) could give out to millionaire company owners like the Irvings or Ganongs!
